EMERGENCY ALERT SYSTEMS
Requirements for Emergency and Weather Alert Functionality

FOX, along with Cisco, have developed an IP network API that allows an external EAS endec and Weather Alert System to initiate alert text crawls that can be used with the FOX Splicing System. The Splicing System provides the ability to overlay a text crawl over HD programming, when spliced to either local or network.

There is also a manual text crawl feature within the ROSA user interface. 

STATION REQUIREMENTS:

Stations will need to either upgrade or purchase an EAS Endec that supports the FOX Alert protocol API. The newer endecs should also
support the Cap 1.2 protocol.

A direct ethernet connection(s) from the station's endec and Weather Alert System devices to the FOX Splicing System rack.

MANUAL ALERT FUNCTIONALITY:
For stations that do not have current hardware or software that will support the FOX Alert API but wish to use manual alert functionality the Manual alert system is built into the ROSA GUI system of the Splicer. 

ALERT CRAWL:
EAS alert banners (crawls) can be manually initiated from the ROSA PC, or initiated automatically by the station's EAS endec or Weather Alert system.  At the time of integtration, contact Fox to open the required Ethernet port(s) and stations will be able to make the connection from their endec / WAS to the appropriate port on the rear of the FOX rack.
NOTE: Crawls that the station generates manually need to either be prepared on the local ROSA PC or loaded to the PC via an optical disk. USB ports are not available.

ALERT AUDIO:
The FOX Splicing System, when commanded to do an Alert w/audio, will "splice" the audio output to the correct audio service. When an alert occurs during Network, the station's local audio will replace the Network audio in the FOX Splicing System utilizing the Audio Breakaway GPI feature. Since the audio portion of an Emergency Alert must accompany any visual alert, the station needs to connect GPI's from the endec to the FOX Splicing System Rack. (See GPI's below). When the alert concludes, the endec will "fire" a GPI to turn off audio replication and the Network audio will resume.

EAS GPI/O:
Wire an EAS OFF GPI from the station's EAS endec to the rear of the FOX Splicer Rack on the GPI/O PCB Panel (not the original Terayon BP5100 Demarc Panel) at IN33. Remember to connect a common ground. (An expanded drawing is located on the splicer website. An EAS "ON" GPI is not available.

EAS messages can only be started via the FOX Alert API or via the manual UI on the ROSA PC.

For the EAS Tally, use NO19.










Audio Breakaway GPI/O's (Located on the Original Terayon BP5100 DeMarc Panel)

Wire the Audio Breakaway GPI's as follows:

Audio Breakaway ON ----- IN19

Audio Breakaway OFF ---- IN20

For the Audio Breakaway Tally, use NO13

IP ADDRESSES

Please contact Gordon Fellows at 310-369-6640 for help in configuration of the station's endec or WAS.  He will provide IP addresses required and log in information.  The ethernet connection is made from the EAS endec to the stenciled port labeled EAS at the rear of the FOX Splicing System rack. A Weather Alert endec will connect to port 7.  When you are ready to make the connection call Gordon Fellows 310-369-6640.  We will check the switch and open the required ports.  If additional configuration of the Alert Crawl and Logo are required Fox will arrange for Cisco Support to do the configuration.
